  • Bargaining seniority means how long an Employee has continuously worked for his/her Employer in any capacity.
  • Classification seniority means how long an Employee has continuously worked in a specific job classification within a Department.
  • Seniority accrues during leaves of absence without pay, maternity leaves, layoffs and during sick leaves up to twenty-four months.
  • Part-time employees who work less than three-fifths of the regular work week earn seniority according to a formula, which considers length of service and numbers of hours worked per week.
  • Bargaining unit seniority applies when determining benefits that depend upon length of service and to layoffs, recall, displacements, lateral transfers and promotions.
  • Classification seniority applies for scheduling vacations.
  • Layoffs within a job classification are determined by bargaining unit seniority.
  • Employees scheduled to be laid off in one Department are eligible for vacant positions in other Departments which they have the ability to perform. Bargaining unit seniority is used in assigning members to such vacancies.
  • Recalls from layoff are determined by bargaining unit seniority.
  • Promotional vacancies shall be posted for not less than three working days.
  • When two or more Employees are being considered for a promotion the Employee with the greatest Bargaining unit seniority shall be promoted unless there is a considerable difference in their ability to do the job.
  • An Employee who is promoted shall receive at least a ten dollar a week pay increase or the difference between his/her prior rate and the minimum rate for the job into which he/she is promoted, whichever is greater.
  • Employees who are promoted or laterally transferred shall serve the same probationary period as a new hire.
